LOMA LINDA- A man cons unsuspecting clients throughout the San Bernardino and Riverside counties by representing himself as an agent of a reputable pool repair company. He issued estimates for work, accepted deposits, and did not provide the contracted services that were agreed upon by the victims.
On July 25, 2016, an undisclosed pool repair company was contacted by one of the victims. A man now identified as Todd William Karcher, 49 years-old, a resident of Upland responded to the victim’s request for a quotation of work. Karcher submitted an estimate on behalf of the pool repair company and also submitted an additional estimate under his name.
Karcher was given a $1,500 check deposit to proceed with the contracted work for the victim. The next day Karcher cashed the victims $1,500 deposit check and never contacted the victim to start the work. The victim tried to contact Karcher to request a refund but ultimately had to report the theft to the San Bernardino County Sheriff’s Department, who is the contracted law enforcement agency for the City of Loma Linda.
A 24/7 Headline News reporter contacted San Bernardino County Sheriff’s spokeswoman Cindy Bachman regarding this case and she said that Karcher was arrested on August 10, 2016, at 9:00am. At the time of arrest, he had an outstanding warrant from the Pomona Police Department for VC12500(A) and VC22107, which were both traffic related. Karcher was booked for Theft by False Pretense and Grand Theft. He posted bail of $25,000, he is currently awaiting a court date to be assigned to face these charges. Karcher was released on the evening of August 10, 2016.
