Last week California Governor Jerry Brown signed into law Assembly Bill 857, which requires those building homemade firearms also known as “ghost guns” to submit to a background check and obtain a state-issued serial number for the weapon. This law was signed on Friday, July 22, 2016, and will go in effect in 2019.
The law will require the serial number to be affixed to all homemade weapons prior to them being built. This will also prohibit the sale or transfer of ghost guns that do not have the affixed serial number.
Some of the guns built using kits have plastic housing that can not be detected by metal detectors. Although many “ghost gun” owners build these guns as a hobby, the purpose of the law is to prevent those who are prohibited from owning a firearm from building or owning them.
Ghost guns were used in several recent crimes across the United States, including the murder-suicide committed by a former Stanford student in July 2015 in Walnut Creek, California and a June 2013 shooting spree in Santa Monica. Still, those opposed to the bill say that this law will cost California hundreds of thousands of dollars and those who build these to illegally own a gun, will likely not take heed to the new requirements.
