HIGHLAND, Ca. – A Phelan woman is being held without bail, after a DUI traffic collision that killed a 27-year-old woman.
At around 6:40 p.m. on Monday, March 2, 2020, deputies responded to the report of a two-vehicle traffic collision near Tippecanoe Avenue and 3rd Street in the City of Highland. The collision involved a white GMC Sierra and a gray-colored Kia Soul. The Kia Soul was being driven by a 27-year-old woman who was rushed by ambulance to the hospital where she was pronounced deceased. Rachel Leah Hibbert, 36, of Phelan, who was driving the GMC remained at the scene for the investigation.
The Major Accident Investigation Team responded to the scene to assume the investigation. Through investigation it was learned that the white 2018 GMC Sierra, driven by Hibbert, was driving north on Tippecanoe. Hibbert did not stop at the red light and hit the Kia Soul which was traveling west on 3rd Street in the number one lane. Hibbert was transported to St. Bernardine Medical Center for a medical evaluation.
Hibbert was learned to be driving under the influence and was booked at the West Valley Detention Center for murder. She is being held without bail and was later charged with Gross Vehicular Manslaughter while Intoxicated, DUI Alcohol/Drugs causing bodily injury, and Driving Under the Influence of Alcohol.
