REDLANDS – A 34-year-old San Bernardino County Deputy from the Fontana station was arrested for having sexual intercourse with a 17-year-old female. David Israel Ceballos a 14-year veteran with the Sheriff’s department was accused of the unlawful conduct by a Explorer Scouts who reported the conduct to a deputy, who was an Explorer Advisor. The report prompted an immediate and thorough investigation into the reported conduct.
Through preliminary investigation, it was learned that Ceballos developed an off-duty sexual relationship with the now 18-year-old female. The victim at the time was a 17-year-old Explorer Scout, who met Ceballos during a mid-2016 Explorer event. It was determined that the victim was not assigned to the same duty station as Ceballos.
A criminal investigation is ongoing and Sheriff’s officials do not believe that there are any other victims at this time. The case will be submitted to the District Attorney’s Officer for a filing review. Ceballos was employed by the county since 2002 and was one of the Explorer Coordinators at the Fontana Sheriff’s Station.
“The Explorer Program is an excellent long-standing volunteer program that allows young people across the county to examine Law Enforcement as a potential career,” said Sheriff John McMahon. “It is unfortunate that the actions of a few over the last decade have cast a negative light on a program many deputies and explorers work hard to make a premier youth program in our county. It is my expectation that we thoroughly investigate and swiftly take action in cases like this so as to not deter the positive motivation of those involved in the program.”
On Thursday, December 30, 2016, at 6:00 p.m. Ceballos was arrested and booked into the Central Detention Center for unlawful sex with a minor and sexual penetration with a foreign object on a minor. Ceballos was placed on paid leave pending a separate administrative investigation, which sheriff’s officials said is required by state law. Ceballos was released from on $100,000 bail on at 2:00 a.m. on Saturday, December 31, 2016.
