Victorville Man Arrested for Shooting and Killing His Stepsister in Barstow

BARSTOW – A Phelan woman was shot dead in the City of Barstow on Saturday, officials said. Barstow station deputies and emergency medical personnel responded to the 25000 block of Avenida Laredo after the report of a gunshot victim. Upon arrival, they located 22-year-old Phelan resident, Samantha Jean Hedger and pronounced her dead at the scene.

Homicide investigators responded to the scene to conduct the investigation. Detectives learned that Hedger went to a party with her stepbrother, 23-year-old Victorville resident, Joshua Inscho at the location. While at the party Inscho got involved in an argument with another man.  Inscho pulled out a handgun pointing it at the man causing Hedger and another person to intervene by grabbing him. The handgun went off, with the bullet striking Hedger in the chest.

After the fatal shot to his stepsister, Inscho fled from the location in a white sedan. A Barstow Station deputy arrived on scene at 2:27 a.m. to find Hedger lying in the street in front of the home bleeding profusely from her chest. County Fire medics arrived on scene shortly after and pronounced deceased at 2:34 a.m.

The area was searched using Barstow deputies, Special Enforcement Units and a Victorville Station Deputy and K-9 Radar. Inscho was located hiding in a storm drain at around 9:00 a.m. and was arrested for the murder of Hedger.
