BARSTOW – A Pennsylvania man who was wanted for drug (heroin) dealing resulting in a 2015, death of a 24-year-old man was arrested in Barstow on Thursday after police were called to conduct a welfare check.
At around 8:27 p.m. Barstow Police responded to the bridge at Old Highway 58 and the Kim Overcrossing for the report of a man standing there apparently crying. While en route a second reporting party said that the man appeared to be leaning over the bridge. Authorities made contact with the male adult, later identified as Edwin Mowrer, 43 and convinced him to move away from the bridge edge. Through a wants and warrant check of Mowrer, it was learned that he was wanted out of Pennsylvania.
The warrant was issued on March 28, 2018, the date Mowrer was scheduled to be sentenced for drug delivery resulting in death, conspiracy (drug delivery resulting in death); manufacture, delivery, or possession with intent to manufacture or deliver and conspiracy (manufacture), delivery, or possession with intent to manufacture or deliver according to Lebanon County Court records. Mowrer was arrested and transported to the Barstow Jail to await extradition to Pennsylvania.
