GARDEN GROVE – A bogus insurance policy issued to a business sparked an investigation that landed a 63-year-old Westminster man behind bars. Robert Meseer was arrested by California Department of Insurance Investigators for stealing over $140,000 from several different business owners.
Meseer is accused of conducting an insurance business without a license under the business name of MRM Insurance after his relative’s license expired in 2009. Meseer gained access of the files once maintained by his family member which allowed him to conduct various schemes scamming unsuspecting policyholders.
“Meseer’s alleged criminal acts exposed victims to thousands of dollars of financial risk and loss,” said Commissioner Dave Jones. “It is important for consumers and businesses to check on the license status of any agent in order to protect themselves and their finances.”
A business owner discovered Meseer had issued him an insurance certificate of a nonexistent insurance company and reported his finding. Soon after the Department of Insurance Investigation Division launched an investigation.
Through investigation detectives learned numerous violations including issuing bogus insurance documents, overcharging on premiums, inflated billing, not disclosing the true cost of coverage to customers, renewing policies without forwarding’ premium payments, and even soliciting new insurance business, all without a proper license.
Messer is facing 32 felony counts of grand theft, insurance fraud, and forgery and was booked into the Orange County Jail. He is being held in lieu of $100,000.
