LOS ANGELES – The Canoga Park man dubbed the ‘Panty Bandit’ was sentenced to over two years in jail for multiple burglaries of lingerie stores. Between the months of January and September 2016, Carlos Oliva, 35, burglarized and attempted to burglarize 12 adult and lingerie stores in the West San Fernando Valley.
