HIGHLAND, CA In an effort to address the growing issue of homelessness and provide much-needed support to those in need, the Community Service & Reentry Division’s Homeless Outreach Proactive Enforcement Team (H.O.P.E.) conducted a successful quality-of-life operation in the city of Highland on Friday, June 9, 2023. Spanning from 6:00 a.m. to 4:00 p.m., the operation aimed to establish connections with unhoused residents and offer a range of essential services, including housing, medical and mental health treatment, and social assistance.
Thanks to the funding provided by Senate Bill 170, the Sheriff’s Department was able to support the ongoing operations of the H.O.P.E. team. This allowed them to conduct this focused outreach effort, contributing to the long-term goal of addressing homelessness throughout the county.
During the operation, the dedicated H.O.P.E. team successfully located seventeen encampments and engaged in meaningful conversations with thirty-one individuals experiencing homelessness. Out of those thirty-one, thirty individuals were provided with valuable referrals to programs and services that could assist them in their journey toward stability. Additionally, eleven individuals received direct assistance, addressing immediate needs and providing them with much-needed support.
One noteworthy success story from the outreach operation involved a senior individual who met the specific criteria for a homeless resource provider. The H.O.P.E. team facilitated their acceptance into the provider’s program, and the senior is currently awaiting a job interview. This remarkable achievement highlights the potential of targeted outreach efforts to positively impact the lives of those experiencing homelessness.

By proactively engaging with the unhoused population and offering comprehensive support services, these ongoing operations strive to make a positive impact on the lives of individuals facing homelessness.
As the H.O.P.E. team’s work continues, the hope is that through a collaborative and compassionate approach, the issue of homelessness can be effectively addressed, ensuring that everyone in the community has access to the resources and support needed for a brighter future.
