PALM SPRINGS – A Victorville man was arrested for fraud against one of the City of Palm Springs’ bank accounts authorities said.
The investigation began on April 13, 2017, when the City of Palm Springs Treasurer’s officer notified the Palm Springs Police Department of potential fraud occurring. The Palm Springs Police Department was provided with the information and details which led to the identity of a suspect in the fraud. The suspect, identified as Ryan Carter, 35, allegedly made multiple fraudulent attempts to access one of the City’s bank accounts attempting to steal money and open lines of credit.
On Friday, July 21, 2017, at around 12:00 p.m. the Palm Springs Police Department Property Crimes Unit, with the assistance of the Palm Springs Police Department Crimes Against Person’s Unit, served a search warrant at the suspect’s Victorville home. Authorities made contact with, arrested, and booked Carter into the Larry D. Smith Correctional Facility. Bail is set at $1,000,000.
While searching Carter’s home, evidence of identity theft and fraud were discovered and seized. Of the items seized, there were multiple fake IDs.
“Carter is not a former employee, vendor nor has any other known association with the City of Palm Springs,” Palm Spring Police officials said in a News Release. “Exactly how Carter obtained the city’s banking information is still under investigation and PSPD Detectives are still attempting to identify other potential victims. We do not know if any other cities have been targeted by Carter at this time, but investigators are looking into that possibility.”
