MORENO VALLEY, Calif. – A mother and father allegedly kidnapped their son, who was in foster care from his school on Thursday, March 21, 2019.
Moreno Valley Police were made aware of the incident at around 3:20 p.m. when the 10-year-old boy did not show up at the after-school program. Officers arrived and learned that the boy was seen leaving the school at the end of the school day with a woman who looked like his biological mother. Deputies also learned that the biological parents did not have custodial rights to the child when they made contact with him and took him from the school. A search for the boy was done in the area, while an investigation was being done. The investigation led investigators to the City of Hemet where the boy and his biological parents were located. His parents, Jerry Frazier, 42, and Chasity Chaianti Phillips, 42, both of Hemet, were arrested without incident and were booked into jail for conspiracy and child stealing. The boy was returned to his foster home.
