NORCO – A 36-year-old Rancho Cucamonga man is arrested for impersonating a peace officer. Last Friday at around 5:20 p.m. a woman and two passengers were stopped by who she believed was a police officer in the 1300 block of Sixth Street in the City of Norco. The man flashed a light at the victim in the same manner law enforcement would do during a traffic stop so she drove into a business parking lot, and parked her car.
The male suspect exited the car dressed in plain clothing and approached the three vehicle occupants. When he made contact with the vehicle occupants he told them he was an undercover police officer and ordered them all out of the vehicle. The three victims obeyed the orders of the suspect still believing he was a police officer. The suspect patted down one of the victims, but when challenged by one of the victims to produce his law enforcement investigation he allowed them to leave.
The victims called 911 to report the incident and deputies responded to the scene, but after an area search were unable to locate the suspect. Through continued investigation, deputies learned that a potential suspect was arrested in the City of Corona on separate charges. After further investigation, Scott Anthony Doud was determined to be the suspect. On Tuesday, November 29, 2016, deputies responded to the Robert Presley Detention Center, where Doud was already being held on the previous unrelated charges to file additional charges. Doud is now facing charges of impersonating a peace officer, kidnapping, and battery.
