SAN BERNARDINO – A Redlands man was arrested for multiple counts after targeting senior citizens for unlicensed contractor work. The man would convince the seniors to hire him for home improvements, would charge them a large deposit, and many times not even start the job or return the money. Arturo Carrillo Lozano, 56, was arrested on Thursday and charged with 11 felony counts and 3 misdemeanor counts by the San Bernardino County District Attorney investigators.
Many of the victims lived in a Highland mobile home park. Lozano collected large amounts of money from the victims for the work that he was hired to complete, but he did not complete the work. “It is alleged that in some cases, he did not even start the work he was paid to do, nor was any of the money returned,” said District Attorney Senior Investigator Steve Rivera.
Lozano was arrested and charged with a total of 11 felony counts; 8 felony counts of Burglary, 2 felony counts of Theft from Elder or Dependent Adult, and 1 felony count of Diverting Construction Funds exceeding $2,350. In addition, Lozano also faces three misdemeanor counts including; 1 misdemeanor count of Contracting without a License After Two Prior Convictions and 2 misdemeanor counts of Charging a Down Payment Exceeding $1,000 or 10% of a Home Improvement Contract.
Investigators believe that there may be more victims and would like anyone who believes that they have been victimized by Arturo Carrillo Lozano to contact Senior Investigator Steve Rivera at 909-382-7751. Investigators believe that this has occurred since September 2016. Lozano is currently being held in lieu of $500,000 bail.
